Happy Card Scheme 2026: The Haryana Government is running a major welfare initiative called the Haryana Antyodaya Parivar Parivahan Yojana (HAPPY), popularly known as the Happy Card Scheme. Under this scheme, economically weaker families can travel free of cost on Haryana Roadways buses for up to 1,000 kilometres every year.

The scheme is implemented by the Haryana Transport Department and linked with the state’s Parivar Pehchan Patra (PPP) database and e-ticketing system.

What is the Haryana Happy Card?

The Happy Card is a smart travel card issued to eligible low-income families. Every eligible member receives an individual card linked to their PPP ID.

Whenever a passenger boards a Haryana Roadways bus, the conductor scans the card through the e-ticketing machine, and the travelled distance is automatically deducted from the annual 1,000 km free travel quota. No cash payment is required for eligible travel.

The scheme was formally launched by former Haryana Chief Minister Manohar Lal Khattar in Panchkula. Later, Chief Minister Nayab Singh Saini continued the card distribution drive in Karnal in June 2024.

Eligibility Criteria

Applicants must meet all the following conditions:

  • Permanent resident of Haryana
  • Annual family income below 1 lakh rupees
  • Registered under Antyodaya or BPL category
  • Valid Parivar Pehchan Patra (PPP / Family ID)
  • No duplicate Happy Card issued earlier

Officials have clarified that if a family’s income is incorrectly shown above ₹1 lakh in the PPP database, it must first be corrected through the official PPP portal before applying.

How to Apply Online

  1. Visit Haryana Happy Card Portal and click on “Apply Happy Card”.
  2. Enter PPP number and captcha code.
  3. Verify OTP sent to the registered mobile number.
  4. Select the eligible family member.
  5. Fill in Aadhaar and personal details.
  6. Upload required documents.
  7. Select the preferred Haryana Roadways depot.
  8. Pay the 50 rupees processing fee online.
  9. Submit the application and save the reference number.

Offline Application Process

Applicants can also apply offline by visiting:

  • Haryana Roadways bus depots
  • District Transport Offices
  • RTA counters
  • Government distribution camps

After document verification and payment of the processing fee, applicants receive an acknowledgement slip for future tracking.

Card Collection and Activation

Once the card is ready, applicants receive an SMS notification. They must visit the selected depot with Aadhaar Card and Application reference number.

The card is activated using OTP/PIN verification. Officials have advised beneficiaries to always carry the original physical card while travelling, as digital copies are not accepted.

Renewal Process

The Happy Card must be renewed after the annual 1,000 km limit is exhausted or the yearly cycle ends. Renewal can be done online through the official portal after verification of updated income and eligibility details.

The government has warned that families with income above ₹1 lakh will not qualify for renewal, and submitting false information may lead to cancellation of the card and legal action.
